ACCESS TO SADDLING ENCLOSURE
Following consultation with the New Zealand Trainers’ Association & Racing Clubs, it has been agreed that entry to the Saddling Enclosures at all thoroughbred racing venues will be restricted to Licensed Trainers & Registered Persons. In conjunction with this directive, the minimum age for staff to enter these areas is 14 years unless a Stipendiary Steward has granted prior approval. In order to enforce this policy, Licensed Trainers and Licensed Persons must display their official NZTR ID card to gain access to the Saddling Enclosure areas on raceday.

To assist security in ensuring that only authorised people are allowed into the raceday stalls area it is essential that all licence-holders and licenced staff wear their licence badges so that they are clearly visible at all times. Security do not necessarily know trainers and other licence holders by sight and wearing licence badges so that they are easily seen will prevent any unnecessary embarrassment in accessing the stalls area.

NZTR DIRECTIVE: NEW STRANGLES REQUIREMENTS FOR RACING AND TRIALLING
As provided for in Rule 106, the following directive is issued by NZTR.
This Directive is binding on all Clubs, licensed persons, owners, and all other persons to whom the Rules of Racing apply. Failure to adhere to this Directive constitutes a breach of the Rules of Racing.
1. All Trainers who have a horse engaged to run in a Trial or Race must complete an NZTR Strangles Temperature Monitoring and Health Declaration Form for such horse.
2. The must contain:
a. The temperature measurements of the horse on the morning and evening for the 5 days prior to the Race and the temperature reading of the horse on the morning of the day of the Race.
B. Confirmation that, if the horse originates from any property south of the Bombay Hills and north of, and including, Taupo, the horse has undergone a Serum Amyloid A Test, which has provided a negative result.
3. The completed NZTR Strangles Temperature Monitoring and Health Declaration Form must be signed by the Trainer and must be available and presented, on request, to a Stipendiary Steward at any time on the day of the Race.
4. If a Trainer fails to present the NZTR Strangles Temperature Monitoring and Health Declaration Form to the Stewards immediately, on demand, the Stewards will scratch the horse from the Race.
5. The failure of a Trainer to present the NZTR Strangles Temperature Monitoring and Health Declaration Form to the Stewards immediately, on demand, is a breach of the Rules and, in addition to the horse being scratched from the Race, an Adjudicative Committee may impose a further penalty.
6. A person who provides false or misleading information on the NZTR Strangles Temperature Monitoring and Health Declaration Form, commits a breach of Rule 801 (1) (h) which is a Serious racing Offence.
NZTR will continue to monitor the situation closely. If further updates are required, they will be provided in the coming days.
